The company’s Zhihai Navigation Test Base Supports the R&D of New Marine Equipment.

In recent years, as the country has deepened its policies aimed at building a maritime power and developing the blue economy, there is an urgent need to accelerate the establishment of an independently controllable equipment system to enhance our capability for the independent research and development of marine equipment. Against this backdrop, our company has actively responded to relevant national and industry policies, fully leveraging our company’s specialized technical strengths to build an intelligent marine equipment testing base, thereby supporting the R&D of new types of marine equipment.

I. A Professional Service Assurance Team

The base has a professional service and support team, including five drivers holding professional boat-driving certificates, all of whom have more than ten years of experience in offshore testing of conventional vessels and unmanned boats. The team also includes numerous specialists in composite-material boats, as well as hull propulsion and electrical engineers, who are capable of providing comprehensive maintenance and repair services for the test vessels. Additionally, there is one full-time safety manager responsible for conducting safety training for offshore tests and managing daily safety operations.

II. A Well-Designed Test and Debugging Environment

The base is located within Xigang Garden in Haigang District, Qinhuangdao City—a place renowned for its beautiful environment. The campus itself is clean and well-maintained, with complete supporting facilities. The base occupies an independent courtyard, ensuring excellent security and confidentiality. The water area within the harbor covers 0.25 square kilometers, with a water depth exceeding 10 meters. The surrounding waters are spacious and feature favorable sea conditions, making it ideal for conducting comprehensive tests on unmanned boat performance—including basic functionality, autonomous navigation, remote control, communication range, and other verification trials for various types of vessels.

The base covers an area of 2,400 square meters and includes an office building as well as supporting facilities such as a guard room, conference room, and storage rooms. The office building spans two floors with a total area of 160 square meters and houses an unmanned boat control room, a conference room, and a lounge. Overlooking the sea, it offers unobstructed views, making it ideal for monitoring and observing vessels during nearshore testing within visual range. Outside, there are two 18-square-meter container-style conference rooms that can accommodate small meetings for up to ten people. Two storage rooms provide space for storing commonly used equipment and supplies for testing. The onshore area within the base can accommodate multiple vessels up to 20 meters in length, facilitating shore-based maintenance, upkeep, and repairs. The base is equipped with a floating dock for temporary mooring of test vessels, as well as specialized boat repair tools, shore-based commissioning equipment, and several escort boats, providing comprehensive support—from vessel maintenance and repair to maritime escort—ensuring the smooth execution of testing operations.

IV. A Safe and Convenient Transportation Network

Qinhuangdao City is located to the south of the Bohai Sea, borders Liaoning Province to the east, and is situated near Beijing and Tianjin to the west. It occupies a central position within the Bohai Economic Circle and is an important city in the coordinated development of the Beijing-Tianjin-Hebei region, boasting a superior geographic location and convenient transportation. The base is located in Haigang District, the central urban area of Qinhuangdao, where the transportation network is well-developed. It is 10 kilometers from Qinhuangdao Station, a 25-minute drive away, and approximately 75 kilometers from Beidaihe Airport—about a 1.5-hour drive—making it highly convenient for both personnel travel and the transport of goods.

V. Comprehensive Guarantee Management System

As the company’s boat and vessel testing center, Zhihang Base boasts a comprehensive management system that includes safety management procedures, job descriptions for testing personnel, security management protocols, emergency response plans for maritime testing accidents, and material management regulations. The base organizes regular training sessions for testing personnel and conducts routine inspections and risk assessments in the testing areas to promptly identify and eliminate potential hazards, thereby ensuring that testing activities proceed safely and smoothly.
